Lieutenant Colonel Harvey is from San Antonio, Texas. She completed the Platoon Leader’s Course, and earned her commission after graduating from the University of Nebraska-Lincoln in 2004. She then attended California Western School of Law and passed the California Bar Exam in 2007.
After completing The Basic School and Naval Justice School in 2009, she served aboard MCAS Miramar in San Diego, California from 2009-2012. Her billets included legal assistance attorney, Special Assistant U.S. Attorney, and defense counsel. In 2011, she was nominated for the Western Region’s Defense Counsel of the Year.
Lieutenant Colonel Harvey then received orders to Okinawa where she was the Regional Victim and Witness Liaison Officer - Pacific. Following that billet, she served as Staff Secretary to the Commanding General, Marine Corps Installations Pacific (MCIPAC). During that time, she served as the lead editor of MCIPAC Strategic Vision 2025. From October 2014 – June 2015 Lieutenant Colonel Harvey deployed to support the United Nations Mission in Liberia. As Operations Officer at a remote team site comprised of six international officers, she coordinated all regional field efforts to combat the Ebola virus. Post-deployment she served for one year as the Regional Victims’ Legal Counsel – Pacific. After four years in Japan, she received orders back to the U.S. in 2016.
Following her return, Lieutenant Colonel Harvey attended The Judge Advocate General’s Legal Center and School at the University of Virginia, where she earned an LL.M., and received the Major Paul P. Dommer Award for Academic Excellence in International and Operational Law, awarded to the honor graduate in the field each year. From July 2017 – May 2019 she served as Deputy Staff Judge Advocate for the First Marine Expeditionary Force (I MEF). As Deputy, she enabled the administration of legal services to the I MEF command deck, across all General Staff sections, and to eleven Battalion Commanders.
In October of 2018, she was appointed legal advisor to the Marine Task Force deployed to support security along the southern border. In June of 2019, she began duties as Staff Secretary for the Commanding General, I MEF, where she served until the spring of 2020, when she was competitively selected to be the Marine Corp’s representative Special Advisor to the Secretary of the Navy for Legal and Legislative Matters. Prior to assuming command, Lieutenant Colonel Harvey supported the Staff Judge Advocate to the Commandant in her capacity as Deputy Branch Head for International and Operational Law.
Lieutenant Colonel Harvey’s military awards include the Meritorious Service Medal, Joint Commendation Medal, Navy and Marine Corps Commendation Medal (2nd award), Navy and Marine Corps Achievement Medal, and the United Nations Medal.
